Check the prize value before selling tickets.

Raffles and sweepstakes are lottery games in New Zealand. Prize value and turnover determine the compliance path.

Practical rule: if total prize value is more than $5,000, treat the raffle as needing DIA licence review before launch. Even lower-value raffles still need to follow lottery game rules.
  1. Value all prizes at retail value.
  2. Set ticket price and maximum ticket count.
  3. Confirm whether a licence is needed.
  4. Advertise draw details accurately.
  5. Keep sales, draw and banking records.
  6. Use proceeds only for the approved purpose.
