Raffles and sweepstakes are lottery games in New Zealand. Prize value and turnover determine the compliance path.
Practical rule: if total prize value is more than $5,000, treat the raffle as needing DIA licence review before launch. Even lower-value raffles still need to follow lottery game rules.
- Value all prizes at retail value.
- Set ticket price and maximum ticket count.
- Confirm whether a licence is needed.
- Advertise draw details accurately.
- Keep sales, draw and banking records.
- Use proceeds only for the approved purpose.
